/server/settings should open to clients instead of config

In order to make new client configurations more easy for moderators, it would be nice if /server/settings could open to the clients pane instead of the config one (admins will find their way easier than moderators). I tried to play around with settings.html, setting "active" and/or "in" class on both

and

tags, but this only leads to the client config not showing anymore when trying to edit a client...

Is there a way to make that fix ?
